If the depth of the stall is greater than 60 in 1525 mm then the toe clearance is not required.
Ada bathroom stall door requirements.
Two alternate stalls are permitted for alterations only.
Toilet stall accessible toilet stalls or compartments must have a minimum width of 60 inches and sufficient space to accommodate a wheelchair to the sides of the toilet or in front of it.
However the enclosure walls must meet certain dimensional requirements.
In a corner handicap stalls require a minimum of 60 x 60 compartment and is required with a minimum door size of 32 and the maximum size and more common is the 36 door.
In either alternate stall if a wall mounted water closet is used the depth of the stall is required to be a minimum of 66 inches 1675 mm.
For commercial bathrooms with multiple toilet stalls and handicap the rules change a little.

Certain ada compliance issues seem to crop up more frequently than others but it s important to note that the following is not an exhaustive list.

Hinge side approaches a side approach toward the hinge side of the door to the pull side of swinging doors shall have maneuvering space that extends 36 inches 915 mm minimum beyond the latch side of the door if 60 inches 1525 mm minimum is provided perpendicular to the doorway or maneuvering space that extends 42 inches 1065 mm minimum beyond the latch side of the door if 54 inches 1370 mm minimum is provided perpendicular to the doorway.
Pulls should provide sufficient knuckle clearance 1 minimum to facilitate gripping.
Compartment doors must meet applicable requirements for doors including the clear width 32 min hardware and opening force 5 lbs.
Toilet stall doors including door hardware shall comply with 4 13.
In standard stalls the front partition and at least one side partition shall provide a toe clearance of at least 9 in 230 mm above the floor.
All standard stalls must be at least 60 inches wide.
In a public bathroom that has stalls at least one must be a standard ada stall.
One alternate stall is required to be 36 inches 915 mm wide.
